The driver package plus sample rootfs allow flashing from any x86_64 Linux PC. JetPack is a front end to this plus a lot of packages for convenience. JetPack is probably what you are interested in because it helps install the cross development environment (e.g., sample code, CUDA, the nsight edition of eclipse for cross development). The current version of JetPack is 3.0, a new version is expected very soon. See:

NOTE: JetPack is intended to run on Ubuntu 14.04. Some success is possible with Ubuntu 16.04, but not all host packages would be available.
