Don’t know…but I would guess that if you can do this it would be to add an animated image under plymouth (plymouth handles splash screens, though it does more than this):

The steps for doing this are likely the same on a Jetson versus other Ubuntu.

And Now,
Is plymouth can handle charging animation? (I am working on battery powered system)

or do you know any other ways to add/setup charging animation.

I do not know which image types plymouth supports, but perhaps it can handle an animated GIF?

It looks like there are a number of alternate splash screen schemes. Under R28.1 Usplash might apply:

I have not tried to set this up, so I don’t know how easy/difficult this would be.
