device can not be detected in USB2 when using Jetpack3.1 in TX1

I connect usb2 which is B42 and B43 with LTE module i need, then I try to read info from it, but I find USB can not be found( I use lsusb but not show LTE module) when using Jetpack3.1 in TX1.
Then I use old version Jetpack 2.3.1 and I repeat operation above, then in lsusb i can find such LTE device, so I am confuesd that if the usb2 can not used or config disable in Jetpack3.1.

On r28.1, you need the patch to configure B42 B43 for USB
