CLOSED. Jetpack 3.1 on TX1 cpu loading in idle issue

Hi Nvidia,

After fresh install Jetpack 3.1 and l4t28.1 from Ubuntu 16 host, the Jetson system has cpu loading 3 of 4 cores 20-30% in idle state. Top shows that it is Xorg and gnome-system-monitor.

It is normal?

I have made jetson_clocks.sh and total cpu load is less 5%.
