VRWorks Unity Plugin Creates device3d11.cpp error

In the past, I’ve had a build server creating Unity Builds with VRWorks, despite having a VMware SVGA 3D graphics card. I recently updated to Unity 2017.3.1f1 and VRWorks 1.04. I’m now getting an error, when the unity project launches

Keep in mind, I am not trying to run VRWorks on the build, just trying to open unity and perform a build. My understanding was building was supported, even without an Nvidia card. Should this be working? If it should, is there a ticket I can follow/an ETA on it?
