Driver 390.48 breaks powerlimit changes for Titan Xp

Power usage and cap is N/A for Titan XP Collectors with driver 390.48 and trying to adjust power limit
with nvidia-smi -i 1 -pl 300 results in error
“Changing power management limit is not supported for GPU: 00000000:06:00.0” .
This used to work under an older driver 390.25 and earlier. Also I have set up Powermizer and overclocking GPU and Mem frequency works fine with nvidia settings. Raising the power limits for the 1080ti’s also works fine with nvidia-smi as you can see below.
Is this a known issue, is this going to be fixed soon, are there any workarounds ?
thanks.

Does it work with R396 driver?
