Did you install CUDA at all? If not, please do so. https://developer.nvidia.com/cuda-downloads?target_os=Linux&target_arch=x86_64&target_distro=RHEL&target_version=7&target_type=rpmlocal Version 9.2 requires using a newer driver.

Here cuda 9.0 can be acquired which matches your 384 driver: https://developer.nvidia.com/cuda-90-download-archive?target_os=Linux&target_arch=x86_64&target_distro=RHEL&target_version=7&target_type=rpmlocal

You should only install one cuda package at a time, preferably the 9.0 release as it matches your driver. Did you follow the full install instructions as per the link?:
`sudo rpm -i cuda-repo-rhel7-9-0-local-9.0.176-1.x86_64.rpm` `sudo yum clean all` `sudo yum install cuda`
After that, you should be able to run the included deviceQuery /usr/local//cuda-9.0/extras/demo_suite/deviceQuery

pgfortran -fast -o deviceQuery.out deviceQuery.cuf
./deviceQuery.out
