According to Jetson Xavier Series System-on-Module Data Sheet, both SLEEP mode and DEEP SLEEP mode are entered by s/w only.

Only Sleep mode is thru sw. The two signals are for Deep Sleep (SC7 mode), you can find the detail description in OEM DG.
