Windows 7 new API Compute.

Is Windows 7 new API Compute, ths exact same thing as Compute Shader 4.0, 4.1, and 5.0?

Yes, and on top of that, it’s not a Windows 7 only-thing. It’s part of DirectX 11, which will also be released for Windows Vista (it’s in the Vista Platform Update, which is available in beta now).
